The 6-foot-9, 218-pound Caboclo became an unrestricted free agent when the Sacramento Kings did not extend a qualifying offer to him in June.
The deal with Houston is for an Exhibit 10 contract, according to Haynes, which could lead to a two-way deal with the Rockets releasing guard R.J. Hunter earlier in the day.
Caboclo was traded to Sacramento by the Toronto Raptors in July.
He was the 20th overall selection in the 2014 draft by the Toronto Raptors.
The 22-year-old native of Osasco, Brazil has played in only 35 games (1 start) in his four seasons in the league — 25 for the Raptors and 10 for the Kings — averaging 1.5 points and 1.0 rebounds in 6.1 minutes, shooting 28.2 percent from the field, 24.2 percent from long range and 83.3 percent from the free-throw line.
